JAKARTA — Rekaman percakapan internal di lingkungan Badan Pemeriksa Keuangan (BPK) mengungkap dugaan pengarahan dan intervensi penetapan tersangka dalam kasus dugaan korupsi PT Asuransi Jiwasraya (Persero) dan PT Asabri (Persero). Hal tersebut dibongkar oleh mantan anggota Badan Intelijen Negara (BIN), Kolonel Inf. (Purn) Sri Rajasa Candra, dalam wawancara di kanal YouTube Abraham Samad SPEAK UP.
Dalam rekaman telepon internal BPK tersebut, terdengar pembicaraan antara Ketua Tim Auditor Investigasi BPK, Najwa, dengan Wakil Ketua BPK saat itu, Agus Joko Pramono.
Berdasarkan hasil analisis jutaan transaksi, tim auditor BPK awalnya menemukan fakta bahwa lawan transaksi Jiwasraya maupun manajer investasi mengarah pada pihak-pihak yang terafiliasi dengan Heru Hidayat, bukan Benny Tjokrosaputro (Benny Cokro).
“Dari sekian ratus juta record kita saring yang baik buyer maupun seller-nya adalah Jiwasraya plus 14 MI yang mengelola dananya Jiwasraya… ternyata untuk beberapa saham tadi itu lawan transaksinya justru bukan Pak Beni maupun nominenya Pak Benny, tapi justru pihak-pihak yang terafiliasi Heru Hidayat,” ungkap Najwa dalam rekaman percakapan tersebut.
Namun, temuan teknis auditor tersebut justru direspons dengan arahan dari Wakil Ketua BPK Agus Joko Pramono agar seluruh transaksi dan instrumen saham langsung dikaitkan dengan nama Benny Cokro tanpa perlu pembuktian berlapis.
“Sampaikan dua orang itu, dua orang ini adalah seguru seilmu. Jadi tak usah perlu diasosiasikan mana yang terafiliasi sama Heru Hidayat, mana yang terafiliasi sama Benny Cokro… Yang jelas, saham-saham yang disebut tadi langsung asosiasikan kepada si Benny Cokro. Enggak perlu dibuktikan,” ujar Agus Joko Pramono dalam rekaman tersebut.
Ia menegaskan langkah itu diambil untuk mempercepat proses penanganan perkara.
“Untuk mempercepat prosesnya, asosiasikan saja, nanti kita buktikan di pengadilan,” lanjut Agus.
Audit Investigatif Dinilai Terintervensi
Menanggapi bukti percakapan tersebut, Kolonel Inf. (Purn) Sri Rajasa Candra menilai bahwa proses hukum kasus Jiwasraya telah diawali dengan skenario dan arahan yang tidak obyektif sejak tahap audit penghitungan kerugian negara.
“Kenapa saya katakan bahwa proses hukum kasus Jiwasraya ini berupa penegakan hukum yang abal-abal, karena semua sudah diawali dengan setting yang diarahkan. Bukan kepada pelaku, tapi kepada orang lain yang akan dikorbankan,” tegas Sri Rajasa Candra kepada Abraham Samad.
Menurut Sri Rajasa Candra, auditor merekam percakapan telepon internal tersebut secara mandiri sebagai bentuk pertanggungjawaban profesional dan perlindungan diri (self-defense) apabila di kemudian hari proses audit investigatif tersebut dipermasalahkan secara hukum.
Adanya pengarahan tersebut dinilai berimplikasi serius terhadap keabsahan penetapan tersangka dan vonis pengadilan, mengingat Laporan Hasil Pemeriksaan (LHP) BPK menjadi salah satu alat bukti utama yang digunakan Kejaksaan Agung dalam menjerat para terdakwa.
