JAKARTA – Pakar IT sekaligus aktivis Bongkar Ijazah Jokowi (Bonjowi), Dr. Leony Lydia, MT, kembali mengungkap temuan mengejutkan terkait manipulasi prosedur verifikasi administrasi di Komisi Pemilihan Umum (KPU). Tanggal masa berlaku itu soal sampai kapan dokumen sah digunakan, sedangkan tanggal pelaksanaan legalisir adalah bukti kapan pejabat berwenang menandatangani pengesahan itu. Dua hal ini berbeda secara hukum administrasi,” tegas Leony dalam keterangannya di kanal YouTube Asanesia TV.

Menurut Leony, dengan format ceklis yang tidak konsisten tersebut, KPU memiliki alasan untuk “menutup mata” terhadap legalisir ijazah Jokowi yang terbukti tanpa tanggal.

“Kalau di stempel legalisirnya tidak ada tanggal, bulan, dan tahun, otomatis tidak ada ‘masa berlaku’. Berdasarkan format ceklis ‘ajaib’ KPU itu, mereka jadi punya alasan untuk tidak mengeceknya sama sekali. Ini jelas akal-akalan untuk membenarkan dokumen yang secara formil cacat,” cetusnya.

Melanggar UU Administrasi Pemerintahan

Leony mengingatkan bahwa setiap tindakan pejabat publik dalam mengesahkan dokumen (legalisir) wajib mencantumkan waktu pelaksanaan sesuai UU Nomor 30 Tahun 2014 tentang Administrasi Pemerintahan. Ketiadaan tanggal pada stempel legalisir seharusnya secara otomatis menggugurkan keabsahan dokumen tersebut.

“Bagaimana mungkin KPU membuat aturan internal (ceklis) yang justru menabrak undang-undang? Verifikasi administrasi itu seharusnya ketat, bukan malah menyediakan ‘pintu belakang’ untuk meloloskan berkas yang tidak jelas kapan disahkannya,” tambah Leony.
