Arman menggarisbawahi bahwa pola pembentukan kabinet super-gemuk ini mengarah pada re-sentralisasi kekuasaan yang bertentangan dengan semangat otonomi daerah dan amanat reformasi. Ia mendesak pemerintah untuk segera melakukan evaluasi total dan mengembalikan postur kabinet ke ukuran yang proporsional, rasional, dan efektif.

“Pemerintah harus kembali pada kerangka tata kelola yang benar. Efisiensi itu bukan sekadar jargon, tetapi harus dimulai dari merampingkan struktur di pusat agar anggaran benar-benar mengalir untuk pelayanan rakyat di daerah, bukan habis di meja-meja menteri,” pungkasnya.
