JAKARTA — Rapuhnya sistem pertahanan udara Indonesia di tengah ancaman Perang Multi-Polar global memicu desakan kuat agar Jakarta segera merombak total paradigma politik luar negeri dan arsitektur militernya. Jika tidak ada langkah radikal untuk memodernisasi strategi nasional, Indonesia dinilai hanya akan menjadi penonton dan objek tak berdaya yang hancur diterjang dampak konflik kekuatan besar dunia.

Pernyataan tajam ini menyusul kalkulasi mengejutkan dari sejumlah pakar hukum dan militer nasional yang menyebut bahwa cadangan amunisi pertahanan Indonesia saat ini hanya mampu bertahan selama empat hari jika negara menghadapi invasi mendadak.

Pengamat Hubungan Internasional, Pitan Daslani, menegaskan bahwa eskalasi teknologi tinggi yang terjadi dalam perang Amerika Serikat-Israel melawan Iran harus menjadi alarm keras bagi pemerintah Indonesia. Lanskap geopolitik abad ke-21 menuntut adanya respons cepat, mengingat gejolak di belahan dunia lain kini bisa langsung memicu krisis energi dan pangan di dalam negeri secara instan.

“Jangan pernah percaya bahwa semua negara yang saat ini berbaik-baik dengan kita akan seterusnya menjadi sahabat. Kepentingan nasional tiap negara terus berubah. Negara yang hari ini menjadi rekan, bisa menjadi musuh bebuyutan di masa depan,” ujar Pitan Daslani dalam paparannya di kanal YouTube Abraham Samad SPEAK UP, Jumat (12/6).

Menyikapi ancaman riil tersebut, Pitan merumuskan dua rekomendasi strategis jangka panjang yang wajib segera dieksekusi oleh pemerintah Indonesia:

1. Upgrade Doktrin Diplomasi: Menjadi “Bebas dan Proaktif”

Pitan menilai doktrin politik luar negeri “Bebas Aktif” yang dicetuskan Bung Hatta pada tahun 1948—dengan filosofi mendayung di antara dua karang (Blok Barat dan Blok Timur)—sudah usang dan tidak lagi memadai di era multipolar. Saat ini, “karang” kekuatan dunia sudah tersebar ke banyak faksi seperti BRICS, AUKUS, Quad, hingga poros China-Rusia.

“Kita harus meng-upgrade politik luar negeri kita menjadi Bebas dan Proaktif, yang ditambah dengan aspek Agility (kelincahan) dan Versatility (fleksibilitas). Proaktif artinya melihat ada potensi ancaman, kita masuk untuk meredamnya sebelum meledak. Lincah artinya cepat menyesuaikan diri dengan situasi global agar peluang ekonomi kita tidak direbut negara lain,” jelas Pitan. Ia mencontohkan India yang sangat lihai bermain di banyak kaki; tetap menjadi motor Gerakan Non-Blok dan BRICS, namun secara taktis bergabung dalam aliansi The Quad bersama AS, Jepang, dan Australia untuk melindungi kepentingan maritimnya.

2. Rombak Total Postur Militer: Fokus pada Teknologi Udara, Siber, dan AI

Rekomendasi kedua yang tidak kalah krusial adalah restrukturisasi total anggaran dan fokus pembangunan militer. Pitan mengkritik keras paradigma pertahanan Indonesia yang dianggapnya masih terjebak pada konsep perang konvensional masa lalu dengan memprioritaskan belanja tank dan kendaraan lapis baja di darat.

“Perang modern di Timur Tengah hari ini membuktikan bahwa tank sudah tidak berguna menghadapi pertempuran di langit. Perang sekarang adalah teknologi lawan teknologi yang digerakkan oleh drone, rudal presisi, kecerdasan buatan (AI), dan cyber intelligence,” tegas Pitan.

Sebagai negara kepulauan (archipelagic state) terbesar di dunia, Indonesia dinilai sangat rentan terhadap serangan jarak jauh. Pitan mendesak agar pemerintah mengalihkan fokus pembangunan militer secara total pada penguatan sistem pertahanan udara dan laut yang handal berbasis teknologi tinggi, meniru langkah mandiri Iran yang sukses menciptakan sistem penangkal udara Arasika Manger untuk membentengi wilayahnya.

“Jangan sampai air sudah menyentuh leher, baru kita sibuk mencari guru les renang. Redefinisi persepsi ancaman kita sekarang juga, sesuaikan sistem pertahanan udara kita dengan realitas zaman, atau Nusantara ini akan selamanya rawan menjadi target empuk kekuatan asing,” pungkasnya.
