Jakarta –Pakar ilmu politik, Prof. Dr. Ikrar Nusa Bhakti  menjelaskan proses reformasi institusi kepolisian  yang selama ini menjadi tuntutan masyarakat harus didasarkan pada tim  hasil bentukan Presiden dan bukan tim hasil bentukan Kapolri sendiri.

Bahkan menurut Ikrar, pihak Kepolisian dan TNI. Sesungguhnya tidak boleh sama sekali merangkap jabatan atau menduduki jabatan di institsu sipil.

Seperti diberitakan sebelumnya, sekarang sudah ada 4.351 anggota polisi aktif yang rangkap jabatan, menduduki posisi strategis  tersebar di berbagai Lembaga atau  institusi sipil.  Salah satunya adalah institusi Komisi Perantasan Korupsi (KPK) yang sebelum sebelumnya tidak boleh sama sekali mendaftar komisioner sebelum dipastikan berstatus pensiunan.
