Lukas Luwarso: Putusan KIP adalah ‘Rudal’ bagi Kredibilitas Akademik UGM

JAKARTA – Pengamat media dan aktivis kebebasan informasi, Lukas Luwarso, memberikan catatan kritis menyusul putusan Komisi Informasi Pusat (KIP) yang mengabulkan sebagian gugatan perkumpulan Bonjowi (Bongkar Ijazah Jokowi) terhadap Universitas Gajah Mada (UGM). Lukas menilai putusan ini bukan sekadar urusan administrasi, melainkan “rudal” yang menghantam integritas UGM sebagai institusi akademik tertua di Indonesia.

Demikian ditegaskan Lukas Luwarso saat tampil podcast di kanal YouTube Asanesia TV, yang diunggal dengan judul :  Bonjowi Kalahkan UGM di Sidang KIP. UGM Wajib Buka Semua Dokumen Ijazah Jokowi.

Dalam penjelasannya, Lukas menyoroti perilaku PPID (Pejabat Pengelola Informasi dan Dokumentasi) UGM selama proses sengketa yang dianggapnya tidak mencerminkan kelas universitas kelas dunia. Ia melihat adanya anomali besar dalam cara UGM mempertahankan dokumen akademik Presiden Joko Widodo.

“Ini adalah pukulan terberat bagi UGM. Selama persidangan, kita melihat performa ppid yang kikuk dan kagok dalam menjelaskan keberadaan dokumen. Sebagai universitas yang sering memberi pelatihan keterbukaan informasi, UGM justru menunjukkan ketidakmampuan artikulasi yang mengherankan,” ujar Lukas.

Dua Teori Sikap UGM

Lukas membedah sikap defensif UGM ke dalam dua kemungkinan. Pertama, adanya inkompetensi profesional dalam pengarsipan dan pelacakan dokumen. Kedua, adanya indikasi playing dumb atau upaya sengaja untuk menutupi fakta akademik tertentu.

Ia juga mengkritik penggunaan asas “kehati-hatian” yang terus didengungkan pihak kampus. Menurutnya, UGM seharusnya lebih hati-hati dalam menjaga otentisitas dokumen daripada sekadar berupaya menutupinya dari publik.

“Aneh jika UGM bicara asas kehati-hatian untuk tidak membuka dokumen kepada pemohon, tapi di sisi lain mereka terkesan ceroboh karena menyerahkan ratusan dokumen ke pihak kepolisian tanpa bisa menjelaskan detail input dan output-nya secara konsisten,” tambahnya.

Harapan Penebusan Dosa

Lebih lanjut, Lukas menegaskan bahwa sekadar menyerahkan dokumen pasca-putusan tidaklah cukup untuk memulihkan nama baik kampus. Ia mendorong adanya langkah drastis dari pihak rektorat untuk melakukan audit internal yang transparan atau bahkan pengunduran diri sebagai bentuk tanggung jawab moral.

“Ini adalah lesson learn bagi semua instansi negara. Putusan KIP ini membuktikan bahwa jabatan publik menghapus sekat privasi pada dokumen yang menjadi syarat jabatan tersebut. UGM harus memilih: menjaga marwah akademiknya atau terus terjerumus dalam ketidakpastian informasi,” pungkasnya.
