Alamasyah Saraguh : Cerita Para Pemangkas Pajak (2)

Tulisan ini secara sengaja menyampingkan dulu perspektif Ideologi. Memangkas pajak untuk mendongkrak pertumbuhan ekonomi bukan hal baru dalam sejarah ekonomi modern. Kebijakan pemangkasan pajak ketika dilakukan pada situasi yang tepat akan efektif mendorong pertumbuhan jangka pendek dan menengah, bukan untuk jangka panjang. Paling tidak beberapa studi terakhir seperti yang dilakukan oleh Mertens, Gechert maupun Cloyne menemukan hal tersebut.

Selain dampak terhadap pertumbuhan ekonomi, efektivitas pemangkasan pajak juga dilihat dari seberapa besar beban utang negara yang diperlukan dalam menambal defisit ketika pertumbuhan belum bisa memberikan efek balik berupa meningkatkan pendapatan pemerintah. Kemampuan berkolaborasi dengan Bank Sentral adalah salah satu kunci penentu keberhasilan.

Pada periode 1949-1950 Jerman—dulu Jerman Barat, memerlukan pemulihan besar-besaran setelah kalah di perang dunia kedua. Ludwig Erhard mengambil kebijakan memangkas pajak penghasilan secara tajam. Tarif pajak tertinggi 95 persen dipangkas menjadi 53 persen, untuk menengah dari 50-65 persen menjadi 20-35 persen. Sementara pajak korporasi dari 65 persen menjadi 35 persen. Tujuannya memacu pertumbuhan dan menyerap tenaga kerja.

Kebijakan ini didahului dengan reformasi mata uang, pembentukan bank sentral sementara, penghapusan kontrol harga dan menggenjot ekspor. Beruntung Jerman masih mendapatkan bantuan Marshall Plan, sehingga tak perlu menambah drastis utang pemerintah. Pertumbuhan ekonomi yang awalnya 7,8 persen di 1950 mengalami peningkatan menjadi 8,5 persen di 1952 dan turun hingga ke 6,6 persen di 1955. Rasio utang menurun sebesar 0,8 persen PDB.

Amerika Serikat di era Kennedy-Johnson (1961-1964) juga menerapkan pemangkasan pajak. Penasihat ekonomi Kennedy, Heller dan Tobin, menyampaikan bahwa perekonomian sedang berada di bawah kapasitas potensial dan merekomendasikan pemangkasan pajak besar. Mahasiswa yang baru belajar ekonomi makro mengenalnya sebagai perekonomian yang belum mencapai kapasitas penuh atau full employment.

Langkah awal dipersiapkan dengan mengusulkan Undang-Undang Penerimaan pada tahun 1962 yang mengatur insentif pajak 7 persen bagi kredit investasi baru, depresiasi dipercepat untuk industri padat karya, dan pemangkasan pajak ekspor tertentu diterapkan. Pasar merespon positif, hasilnya investasi tumbuh 6 persen di tahun 1963.

Sukses dengan langkah pertama, Kennedy mengusulkan Undang-Undang Pengurangan Pajak ke Kongres di tahun 1963. Pajak penghasilan tinggi akan diturunkan dari 91 persen ke 70 persen, sementara untuk penghasilan rendah diturunkan dari 20 persen ke 14 persen. Pajak korporasi dipangkas dari 52 persen menjadi 48 persen.

Kontroversi merebak, terutama dari kalangan partai demokrat yang merupakan partai Kennedy. Akhirnya rancangan disahkan Kongres setelah Kennedy wafat terbunuh tahun 1964. Lyndon Johnson menyampaikan pidatonya di Kongres: “Undang-Undang ini adalah hadiah dari Kennedy kepada kaum pekerja Amerika”.

Johnson tak salah, pertumbuhan ekonomi kemudian meningkat dari semula 4,4 persen di tahun 1963 menjadi 6,6 persen di tahun 1966, rasio utang terhadap PDB mengalami kenaikan 1,4 persen. Pengangguran turun dari 5 persen menjadi 3,8 persen, sementara inflasi hanya bertambah 1,5 persen.

Tahun 1981 Ronald Reagan memenangkan pemilihan ketika perekonomian tengah mengalami fenomena stagfalsi. Pertumbuhan ekonomi turun ke 2,5 persen disertai inflasi yang menembus 10 persen dan pengangguran mencapai 7,6 persen. Biang keladi dari situasi tersebut adalah kenaikan harga minyak mentah dunia. Ia bersiap menjalankan janji politiknya memangkas tarif pajak penghasilan tertinggi dari 70 persen menjadi 28 persen untuk memulihkan permintaan.

Agar permintaan kredit pulih, Reagan tidak segera menurunkan tarif pajak korporasi yang dipaku 46 persen pada periode sebelumnya. Ia terlebih dahulu menerapkan insentif pajak untuk penyusutan dan kredit investasi, sehingga secara tak langsung tarif efektif bertahap turun menyentuh 30 persen. Pertumbuhan ekonomi tidak segera naik karena harus berhadapan dengan kebijakan Bank Sentral (The Fed) yang berlawanan arah.

Di bawah Paul A. Volcker, The Fed sedang berusaha untuk menekan laju inflasi yang kemudian dikenal dengan Volcker Shock. Volcker menaikkan suku bunga hingga 19 persen dan membatasi pasokan uang di tahun 1981. Polemik merebak, Partai Demokrat menyerang Volcker dengan menyebut The Fed tengah mencekik ekonomi. Volcker membela diri: “kita memerangi inflasi, tapi kebijakan fiskal bekerja dengan arah sebaliknya”.

Reagan memilih bersabar untuk menunggu waktu yang tepat. Ia merespon justru dengan nada membela Volcker: “The Fed telah melaksanakan yang menjadi keharusannya untuk menghentikan inflasi. Kita akan mengalami keperihan sekarang tapi Amerika akan mendapatkan stabilitas sesudahnya”. Inflasi bisa ditekan Volcker dari 13,5 persen di tahun 1980 menjadi 3,2 persen di tahun 1983. Perekonomian sempat mengalami resesi pada tahun 1982, pertumbuhan industri turun hampir 10 persen.

Setelah inflasi turun, pelonggaran dilakukan bertahap seiring dengan pemberlakuan insentif kredit oleh Administrasi Reagan. Pasca resesi 1982 pertumbuhan ekonomi naik ke 4,6 persen di tahun 1983 dan sempat melesat ke 7,2 persen di tahun 1984. Media menyebutnya sebagai “Reagan Boom”, dan Volcker Shock kemudian melahirkan istilah “short pain, long gain”.

Meski angka pengangguran belum menurun jauh, Reagan terpilih untuk kedua kali. Reaganomics menjadi icon di berbagai media, namun rasio utang pemerintah bertambah 11 persen PDB karena Reagan meningkatkan belanja militer besar-besaran.

Inggris juga sedang menghadapi stagflasi ketika Margaret Thatcher terpilih menjadi Perdana Menteri. Pemangkasan pajak besar-besaran dilakukan dengan memangkas tarif pajak penghasilan tertinggi dari 90 persen menjadi 60 persen, penghasilan terendah dari 33 persen ke 30 persen dan pajak korporasi dari 52 persen ke 50 persen. Namun pajak pertambahan nilai yang semula progresif dari 8-12,5 persen dinaikkan menjadi flat 15 persen. Kombinasi fiskal yang cukup berani dan terkesan kontradiktif.

Hasilnya, daya beli masyarakat menengah ke atas naik dan harga barang konsumsi melonjak. Inflasi meningkat ke 18 persen pada tahun 1980. Bank of England mengambil kebijakan monetarist shock untuk memukul mundur inflasi dengan menaikkan suku bunga ke 17 persen. Inflasi memang turun drastis ke 8 persen, namun terjadi resesi di tahun 1980-1982. Industri berat kolaps, pengangguran melonjak dari 5 persen ke 11 persen.

Situasi politik ikut memanas, namun Thatcher tak menyerah. Pada 1983-1984 pemangkasan dilanjutkan disertai liberalisasi sektor keuangan. Pajak penghasilan terendah diturunkan ke 27 persen, pajak perusahaan turun ke 46 persen disertai deregulasi investasi dan keuangan. Kali ini ia relatif berhasil, inflasi stabil di 5-6 persen, namun pertumbuhan naik ke 4,3 persen di 1983. Meski pengangguran masih dikisaran 10 persen, apresiasi publik mulai naik.

Thatcher melanjutkan dua tahapan pemangkasan lagi hingga mencapai puncak di 1987-1988. Pajak penghasilan tertinggi turun menjadi 40 persen, penghasilan terendah menjadi 25 persen dan pajak korporasi menjadi 35 persen. Bank of England berhasil menjaga kredibilitas dengan inflasi di 4 persen.

Dalam jangka pendek pertumbuhan berhasil naik walau tak terlalu tinggi, hanya di 3,5 persen pada tahun 1988. Pengangguran struktural tetap tinggi dan ketimpangan meningkat dengan rasio gini semula 0,25 di tahun 1979 menjadi 0,34 di tahun 1988. Pada tahun 1989 The Economist menulis: ‘Thatcher membunuh inflasi, tapi biaya atas itu adalah seperlima output industri’.

Meski harus sampai empat kali memangkas pajak, rasio utang pemerintah terhadap PDB turun signifikan 16,4 persen selama 1980-1988. Bukan karena pemangkasan segera mendorong pertumbuhan dan meningkatkan penerimaan, melainkan karena pemerintahan Thatcher mendapatkan penerimaan dari privatisasi besar-besaran perusahaan milik negara. Keberhasilan privatisasi dan deregulasi sektor keuangan ini menginspirasi banyak negara di kemudian hari.
